Prime Minister’s Cloud Program for Startups
Pakistan’s technology startups increasingly rely on cloud services to build and scale their products. However, many early-stage teams face challenges such as onboarding complexity, billing issues, and limited local technical support. To help address these gaps, Ignite will soon initiate the Prime Minister’s Cloud Program for Startups to support Pakistani startups in adopting and managing cloud infrastructure more effectively.
Program Highlights
The program provides a structured framework aimed at improving cloud access, utilization, and operational efficiency for startups across Pakistan. Key features include:
- Tier-based reimbursements to reduce cloud infrastructure costs
- Equal access for NIC and non-NIC startups through a transparent validation process
- Technical support from cloud experts, including onboarding assistance, optimization of cloud usage, and guidance in choosing the right cloud service provider aligned with each startup’s performance, cost, and operational needs
- Engagement and enablement of local cloud service providers, along with collaboration with major global cloud providers to strengthen support mechanisms for participating startups
Selection and Support Structure
Up to 100 technology startups will be selected through a merit-based evaluation process. Startups will be placed into two tiers, with reimbursement levels of up to 60% depending on their stage of growth and readiness (T&Cs apply).
Program Impact
This program aims to lower financial and technical barriers to cloud adoption, promote responsible cloud usage, and enhance the long-term maturity of Pakistan’s digital ecosystem. By providing structured support, the program enables startups to focus on building and scaling their products, contributing to a more capable and competitive technology landscape.
Experience of the Selection Committee
At least 5 years in the tech startup ecosystem, venture capital, business incubation, or related fields.

Experience in founding or co-founding a startup, preferably those who have successfully scaled a business internationally
Experience in venture capital or angel investing, with a deep understanding of the investment landscape and funding mechanisms.
Involvement in technology and entrepreneurship education and research, especially in tech transfer initiatives.
Senior management roles within the technology sector, focusing on strategic planning and innovation.
Background in public policy or legal frameworks specifically related to technology, startups, and business incubation ecosystems.
Proven track record of effective networking and mentorship in supporting startups and entrepreneurs
Previous experience serving on advisory boards or committees, particularly those influencing strategy and policy-making in the tech sector
Direct experience working with or in local and international incubators or accelerators, either as a participant, mentor, or administrator.
