The Prime Minister's Cloud Program for Startups is a flagship initiative by Ignite under the Ministry of IT & Telecom , designed to accelerate the growth of Pakistan's startup ecosystem.

The programme provides reimbursement of cloud credits to eligible Pakistani startups — enabling them to leverage world-class cloud infrastructure without the capital burden.

Startups receive dedicated Expert Committee advisory, personalised Cloud Credit Roadmaps, Technical Support — ensuring cloud adoption drives measurable business growth, with reimbursements depending on the approved tier.

Onboard & Roadmap

Upon receipt of the official Ignite offer letter, startups may engage any preferred cloud provider to utilize credits tailored to their operational requirements. Please refer to the designated portal section for Featured Cloud Provider service brochures.

Use & Claim

Pay CSP invoices directly, then submit claim along with invoices, bank proofs, and usage reports for reimbursement.

Reimbursed

NCVP validates claims against your Roadmap. Ignite disburses approved reimbursements in accordance with approved tier.

Key Rule — Net Billing Only: Reimbursement is calculated exclusively on the amount you actually paid to your CSP. Any promotional credits, free-tier allocations, or incentive packages applied by the CSP are deducted from the reimbursable base. Maximum reimbursement: 60% / USD $6,000 (Tier 1) or 30% / USD $7,500 (Tier 2).

A two-body governance structure ensures rigour, transparency, and technical credibility across every selection and reimbursement decision.

Expert Committee — Selection & Advisory

Independent domain experts responsible for evaluating startup applications, providing personalised CSP advisory, finalising Cloud Credit Roadmaps, and conducting bi-monthly technical assistance sessions for all active batches.

National Cloud Validation Panel (NCVP) — Technical Audit

NCVP conducts eligibility gate audits in light of the approved criteria of the program, validates monthly reimbursement claims against approved Roadmaps, and issues pay/no-pay recommendations to Ignite.

Ignite — Programme Administration & Disbursement

Ignite administers the full programme lifecycle — from open calls and application intake through to final disbursement and audit trail archiving. All payments require NCVP validation report before release.

Common Questions

QDo I pay cloud bills first, or does Ignite pay the CSP directly?

You pay your CSP invoices directly from your own funds first. You then submit a reimbursement claim (invoice + bank proof + usage report) to Ignite. After NCVP validates the claim against your approved Roadmap, Ignite reimburses the eligible percentage depending on your approved tier.

QCan I choose any cloud provider I want?

You can choose from any global or local CSP. The Expert Committee will advise you on which best suits your architecture and use case during the advisory session before you finalise your Roadmap.

QWhat is the Cloud Credit Utilization Roadmap?

It is a cloud credits spending and milestone plan that every selected startup must complete with the Expert Committee. It details the cloud services you will use, planned monthly spend, and KPIs. All reimbursement claims are validated against this Roadmap — so it is both a planning tool and an audit reference.

QI applied for previous batch but was not selected. Am I eligible to apply for current batch?

Yes, startups that applied previously are eligible to re-apply for current batch. Applicants are strongly encouraged to highlight any updated progress, traction, product development, customer growth, partnerships, or other achievements since their last application, as the program is highly competitive.

QIs the program for Startups that are already incubated in Ignite funded NICs?

No, the PM Cloud Program for Startups is open to all Pakistani startups, both NIC-affiliated and independent.

QI am a woman, non-technical founder and belong to an underserved area. Am I eligible?

Yes — We strongly encourage women-led, underserved, and non-technical founder startups to apply in PM Cloud Program for Startups.

QI have incurred cloud expenses; how do I submit a reimbursement claim?

You may submit your claim by completing the Cloud Utilization & Reimbursement Request Report Form. Please submit the completed form along with all relevant Cloud Service Provider (CSP) invoices and proof of payment to pmcloud@ignite.org.pk.

Important Note: To be eligible for this cycle, all invoices must fall within the period of January 2026 through December 2026. Please ensure your documentation is complete, as only submissions accompanied by all required supporting materials will be processed
